According to data released by the State Statistics Committee, a total of 2,570.2 thousand foreigners and stateless persons from 189 countries visited Azerbaijan during the year, marking a 2.1 percent rise compared with the previous year.
The statistics show that the largest share of visitors came from Russia, accounting for 23.9 percent of total arrivals. Turkish citizens made up 17.7 percent of visitors, followed by travelers from Iran at 8.1 percent and India at 6.5 percent. Visitors from Georgia represented 4.3 percent, while Saudi Arabia accounted for 4.1 percent. Kazakhstan contributed 4.0 percent of arrivals, Pakistan 3.5 percent, Israel 2.7 percent, China 2.5 percent, and Uzbekistan 2.4 percent. Citizens of the United Arab Emirates made up 1.7 percent of arrivals, Ukraine 1.4 percent, Turkmenistan 1.3 percent, and Belarus, the United Kingdom, and Kuwait each accounted for 1.0 percent. Visitors from other countries collectively represented 12.9 percent of the total.
Gender distribution data indicated that 67.0 percent of foreign visitors were men, while 33.0 percent were women.
The number of travelers arriving from European Union member states rose by 7.0 percent year-on-year, reaching 120.1 thousand people. At the same time, arrivals from Commonwealth of Independent States (CIS) countries increased by 8.2 percent to 865.7 thousand.
Transportation statistics showed that the majority of foreign visitors—75.8 percent—entered Azerbaijan by air. A further 22.9 percent arrived via railway and road transport, while 1.3 percent entered the country by sea.
In contrast to the growth in inbound tourism, the number of Azerbaijani citizens traveling abroad declined in 2025. The total number of outbound travelers fell by 2.3 percent compared to the previous year, amounting to 2,109.9 thousand people.
Among Azerbaijani citizens traveling overseas, Türkiye was the most popular destination, attracting 41.2 percent of travelers. Russia followed with 14.5 percent, Georgia with 10.7 percent, and Iran with 9.7 percent. The remaining 23.9 percent traveled to other countries.
Regarding modes of transport used by Azerbaijani citizens traveling abroad, 69.6 percent opted for air travel, while 28.5 percent used railway and road transport. Sea transport accounted for 1.9 percent of outbound travel.
