Azerbaijan–Latvia relations: A growing partnership built on shared interests

According to "Stabil.az", relations between Azerbaijan and Latvia have developed dynamically over recent decades, evolving into multifaceted cooperation that encompasses political, economic, and cultural dimensions. Despite being located in different geographical regions, shared interests, respect for international law, and the principles of mutually beneficial cooperation have laid a strong foundation for the development and strengthening of bilateral ties.

Diplomatic relations between Azerbaijan and Latvia were established in the early 1990s, following the dissolution of the Soviet Union. After gaining independence, both states pursued active foreign policies aimed at strengthening their positions on the international stage. In this context, mutual recognition and the establishment of diplomatic relations emerged as a natural and necessary step.

Latvia was among the first European countries to recognize Azerbaijan’s independence. This early recognition helped build trust between the two nations and created a solid foundation for future cooperation. Following the establishment of diplomatic relations, the two countries engaged in high-level visits, official meetings, and the signing of cooperation agreements across various fields.

It should also be noted that the Embassy of the Republic of Azerbaijan in the Republic of Latvia began its operations in 2005, while the Embassy of Latvia in Azerbaijan started functioning in 2006.

As a member of the European Union and NATO, Latvia plays an important bridging role in the development of Azerbaijan’s relations with Europe. Azerbaijan, in turn, actively participates in cooperation initiatives with Europe in the fields of energy, transport, and security.

Political dialogue between the two countries is also conducted on a regular basis. Through inter-parliamentary relations, institutional consultations, and other diplomatic mechanisms, the sides discuss issues of mutual interest and work toward aligning their positions where possible.

Economic cooperation between Azerbaijan and Latvia represents one of the key areas of bilateral relations. Latvia serves as an important logistics hub in the Baltic region and plays a significant role in facilitating Azerbaijan’s access to European markets. Cooperation in transit and transport sectors, in particular, holds considerable potential for further expansion.

Although the current trade turnover between the two countries is not yet substantial, both sides are taking various steps to increase it. Business forums, exhibitions, and investment promotion initiatives contribute to the expansion of economic ties. Latvian investors have shown particular interest in Azerbaijan’s non-oil sector, especially in agriculture, tourism, and logistics.

Azerbaijan’s geographical location positions it as an important transit country between East and West. In this context, the Port of Baku and international transport corridors, combined with Latvia’s logistics capabilities, create broad opportunities for enhanced regional cooperation.

Cooperation within the frameworks of the “North-South” and “East-West” transport corridors could further strengthen the strategic partnership between Azerbaijan and Latvia. These initiatives enable faster and more efficient transportation of goods, which may positively impact the economies of both countries.

Cultural relations between Azerbaijan and Latvia also hold particular significance. Both nations possess rich cultural heritage, and the mutual promotion of this heritage contributes to closer ties between their peoples. Azerbaijani culture days, concerts, and exhibitions are regularly organized in Latvia. Similarly, events dedicated to Latvian culture are held in Azerbaijan. These initiatives help deepen mutual understanding and strengthen friendship between the two societies.

Regarding future prospects, it should be noted that energy security and green economy issues have become key priorities on the global agenda. Alongside traditional energy resources, Azerbaijan is actively implementing renewable energy projects. Latvia, as a EU member, places strong emphasis on green energy policies. In this regard, there are significant opportunities for cooperation between the two countries in renewable energy, energy efficiency, and environmental technologies. Joint projects in these areas could produce mutually beneficial outcomes from both economic and environmental perspectives.

There is no doubt that the future of Azerbaijan–Latvia relations appears promising. In addition to existing areas of cooperation, there is considerable potential for the development of new directions. In particular, collaboration in the digital economy, innovative technologies, and the startup ecosystem is seen as highly promising.

Both countries share an interest in promoting stability, security, and economic development at regional and global levels. These common priorities have the potential to further strengthen and deepen their partnership in the years ahead.
