Saar noted that he arrived in Baku accompanied by a delegation of 40 business representatives operating across a range of sectors, including agriculture, cybersecurity, infrastructure, and other priority fields. Speaking about the objectives of the visit, the minister underlined Israel’s interest in investing in Azerbaijan and in sharing Israeli expertise and technological know-how with the country.

He also highlighted the positive momentum in trade and tourism ties between the two countries over the past year. According to the minister, around 60,000 Israeli tourists visited Azerbaijan in 2025, and he expressed confidence that this number would increase further in 2026. Saar emphasized that bilateral relations have gained additional depth since Azerbaijan opened its embassy in Israel several years ago, marking a new phase in diplomatic engagement.

Addressing participants at the Israel–Azerbaijan Business Forum later in the day, Saar recalled the close strategic and friendly relations between Azerbaijan and Israel, stressing that this partnership extends well beyond politics and security to encompass robust economic cooperation.

The minister also drew attention to Azerbaijan’s important regional role and advantageous geographical position. “This makes Azerbaijan a gateway for Israeli business to the wider region, including Central Asia,” he said, noting that there are currently 20 direct flights per week between Baku and Tel Aviv—an indicator of growing connectivity and people-to-people contacts.

At the same time, the foreign minister expressed particular appreciation for SOCAR’s investment in Israel’s Tamar natural gas field in the Mediterranean Sea in January 2025. Commenting on this step, Saar stated:

“I believe this reflects Azerbaijan’s wise approach to foreign and economic policy. It also demonstrates the mutual trust and economic benefits inherent in a strategic partnership. Our strong economic relations mirror the close ties that exist between our peoples and governments. When there are ties between peoples, relations become truly resilient. I am convinced, however, that these economic relations have even greater potential, and we intend to realize it. That is why I have come to your country today with a delegation of Israel’s leading business figures, economic organizations, and companies. This delegation represents a wide range of sectors, including water management, energy, healthcare, security, agriculture, and others. Our goal is to take this strategic partnership to the next level. We are determined to expand mutual investments and strengthen people-to-people relations.”
